"I know 57 seems a very big number but when the vast majority of those have been in isolation for their infectious period, that's exactly what we want, that is the system working exactly as it should work," Mr Andrews said.
The high number of new coronavirus cases can be attributed to the day 13 testing of the Al-Taqwa College outbreak in Truganina.
There are 296 active of cases across the state and three of those in intensive care with one on a ventilator.
There were 41,607 tests results received overnight and 27,581 Victorians vaccinated.
Mr Andrews announced three new drive through vaccination sites will open in Melbourne at the Eagle Stadium in Werribee, the old Ford factory in Broadmeadows and the Sandown Racecourse in south-east Melbourne.
The Premier urged Victorians to book in for their vaccine appointments and said Bendigo Health has 2545 empty appointments.
"They aren't the only ones available, they are just a sample of well-known locations," he said.
"In aggregate over the next week, we have some 26,000 bookings that are free across the state. The split is 14,000 Pfizer, 12,000 AstraZeneca.
"There are appointments there, they are ready. The teams are ready to give you your jab. You just need to book and you can book with confidence."
In regional Victoria, there have been three repeat detections of coronavirus fragments in Shepparton wastewater between August 9-16.
The Department of Health has listed this as a concern as they do not know of a case isolating in that area.
There has also been two repeat detections of coronavirus in the wastewater of Lakes Entrance between August 8-11.
COVID-19 response commander Jeroen Weimar ran through the day's new coronavirus cases and said there was around 12,000 close contacts.
"This morning's numbers do breakdown to three quite coherent groups," he said.
"Forty-four of those have been in full isolation and have come up through day 13 testing.
"We have 10 that have come through our contact tracing efforts with recent cases we have identified in recent days, they're associated with those cases we're working on now.
"Three are genuine mystery case where is we're following a number of leads."

Earlier, 9am: VICTORIA has seen its worst day for new delta-strain coronavirus cases with 57 new infections recorded since Tuesday.
The Department of Health released the numbers this morning saying all 57 cases were locally acquired.
Of the 57 new cases, 54 are linked to known outbreaks and 44 were in isolation during their infectious period.

Tuesday also bought 49,607 test results to Victorians as well as 27,581 vaccinations being administered.
Victoria's active coronavirus case tally now sits at 296.
After being postponed last month, the first Winter Night Market has officially been cancelled.
In a post on the Moonlight Market Bendigo's Facebook page, organisers confirmed the event set for September 4 had been called off.
"It is with much sadness, frustration and disappointment that we announce the cancellation of our first Winter Night Market," the post read.
"The Melbourne lockdown and ongoing restrictions have made it too challenging to proceed at this time."
