Firefighters are on scene and police have been called after the incident on the northbound lanes of the highway, heading towards Bendigo.
The driver is understood to be OK and firefighters are treating the incident as a "washaway", where fuel and other debris is literally cleaned up by emergency services.
Early reports from the scene suggest that one vehicle was involved in the incident.
It has come in a period in which heavy rains, winds and lightning have buffeted central Victoria.
The storm cell has left fallen trees on powerlines and cars across the region.
