The crash happened on Ogilvie Avenue about 8am on Wednesday, police said.
Police issued an alert on Wednesday night, saying they wanted to question Echuca man Thomas Johnson about the incident.
Other news:
"The 28-year-old is wanted on warrants for traffic-related matters and allegedly ramming a police car on Ogilvie Avenue in Echuca about 8am today," police said.
"He is known to frequent the Echuca and Mooroopna areas.
"Investigators would like to speak to anyone who has dash cam footage or saw a black Mercedes sedan driving in the Ogilvie Avenue area."
