The changes include a ban on rental bidding, new rental minimum standards, no eviction without a reason, allowable modifications by renters and urgent repairs.

Minister for consumer affairs, gaming and liquor regulation Melissa Horne said the reforms were about giving renters the right to safe, secure and affordable accommodation.
"We're delivering on our promise to make renting fair for all Victorians - whether you're a renter or a rental provider, the new laws will make a positive difference to how we view renting in Victoria," she said.
The Residential Tenancies Regulations 2021 outlines changes to the Residential Tenancies Act 1997, based on feedback from more than 700 submissions.
Tenants Victoria chief executive Jennifer Beveridge welcomed the changes.
"The new laws, passed in 2018, are about putting in place a safety net for all people who rent their homes, rather than those renters who have the money or the luck to have a landlord who looks after them," she said.
''For example, the law introduce basics such as ensuring hot and cold water is available from when a renter moves into a new place.
"Over time, this minimum standard will apply to all rented homes in Victoria."

From this week, rental providers will need to give a valid reason to end rental agreements and will not be able to give 'no specified reason' notices to vacate.
The rent reforms affect private rentals, caravan parks, rooming houses and residential parks.
