Victoria recorded six new COVID-19 cases on Wednesday, with none of those cases in regional Victoria.
Of 175 active cases in Victoria, eight are in regional Victoria.
Five of those cases are linked to the Kilmore outbreak, which originated from a Chadstone butcher's shop.
The remaining three regional cases have been detected in Greater Shepparton
Premier Daniel Andrews said 1862 people presented for testing in Shepparton on Wednesday, with more than 400 people isolating at home, having been identified as contacts to the positive cases.
Department of Health and Human Services' Jeroen Weimar said testing capacity in Shepparton has been increased to conduct up to 3000 tests per day.

THE Public Health Unit Bendigo is helping Goulburn Valley Health manage the COVID-19 outbreak in Shepparton.
There have been three confirmed coronavirus cases at the regional city, after a truck driver from Melbourne stopped in Shepparton on September 30.
Goulburn Valley Health chief executive Matt Sharp said as of Thursday morning, authorities had identified 340 close contacts and about 70 secondary close contacts to the positive cases.
Hundreds of Shepparton residents were tested for COVID-19 on Wednesday, with additional testing sites opening on Thursday.
The Public Health Unit Bendigo confirmed it would be assisting with contact tracing and active case management in Shepparton.
A unit spokesperson said people should get tested and quarantine if they visited any of the high risk locations listed at dhhs.vic.gov.au/case-locations-and-outbreaks
The spokesperson said anyone who had been to Shepparton recently - or had close contacts who had been to the regional city - should keep a close eye on their health.
"Anyone who develops symptoms, no matter how mild, should be tested," the spokesperson said.
"Patients and visitors will not be allowed to attend Bendigo Health sites if they have been to any of these locations- they also need to isolate and be tested."

VICTORIA has recorded six new COVID-19 cases, as parts of regional Victoria undergo a coronavirus testing blitz.
The Department of Health and Human Services on Thursday confirmed there have been no further deaths overnight.
The latest figures bring the rolling 14-day case average for metropolitan Melbourne to 8.9.
The rolling average for regional Victoria sits at 0.6, with the rolling state average at 9.5.
