The deadline was extended earlier this year from June 1 to November 1.
The registration process involves an assessment by a registered private building surveyor or inspector.
Residential pools and spas are required to have a compliant barrier in place.
The City of Greater Bendigo has urged pool and spa owners who haven't already done so to start the registration process as soon as possible to avoid receiving any penalties.
"We've had a good response so far, but we know there are still many residents who have yet to register their swimming pools and spas and we don't want them to face any unnecessary penalties," Jock Schofield, the city's acting safe and healthy environments manager, said.
The state government is responsible for the legislation, which was introduced in December 2019.
