Mr Pinder has been suspended while IBAC carries out the investigation.
Nick Foa, currently the head of transport services at the Department of Transport, will act as V/Line chief executive until a longer-term arrangement is put in place.

Victorian Minister for Public Transport Ben Caroll said V/Line services would not be affected and would continue to operate as scheduled.
Mr Carroll said as the investigation was ongoing, it was not appropriate for him to comment further.
