A BENDIGO council team was completing the tree works which took down power lines in California Gully on Tuesday morning.
A fallen branch downed power lines about 9am, leaving a man stuck in a cherry picker and three children and an 18-year-old in a house.
The incident took place on McCoy Street.
All people have since been freed, with no one injured.
Manager parks and open space Paul Gangell said the City of Greater Bendigo had been working closely with Powercor to plan the safe removal of trees in McCoy Street for some time.
"While City staff followed all required safety procedures in regards to working around powerlines, a minor branch did clip the wires during the removal process which caused the power outage," Mr Gangell said.
"No one was injured and Powercor are currently in attendance to restore the power."

THREE children and an 18-year-old were stuck in a house for several hours, after a tree lopping incident took down power lines.
The California Gully house has now been deemed safe for firefighters to enter.
A man has also safely got down from a cherry picker, in which he was stuck after the incident.
Tree loppers working on McCoy Street in California Gully brought the power lines down about 9am.
Emergency services and Powercor all responded to the incident.
No one was injured.

A MAN is stuck up a cherry picker after a tree lopping service brought power lines down in California Gully.
A number of people are also stuck inside a house, as wires are hanging over the building.
The incident took place on McCoy Street, about 9am on Tuesday.
A Country Fire Authority spokesperson said a tree lopping service accidentally brought power lines down, while going about its work.
The spokesperson said an employee of the tree lopping service was stuck in a cherry picker, because power lines were still live.
No one has been injured in the incident.
Power company Powercor is on the scene.
A Powercor spokesperson said crews were working to restore power to customers. They said power to about 1600 customers had already been restored.
They warned people to keep well away from any fallen power lines, and report them to Powercor on 132 412.
More than 3000 homes in Eaglehawk, California Gully, Jackass Flat and North Bendigo are without power.

POWERLINES are down on McCoy Street in Eaglehawk, with emergency services on scene.
Electricity is out to thousands of homes around Greater Bendigo.
Restoration is estimated to be about midday.
Emergency services were called to the incident about 9.10am on Tuesday.

The Country Fire Authority were called to sparking powerlines on McCoy Street about 9.10am on Tuesday.
Traffic lights are out at the intersection of Victoria Street and High Street in Eaglehawk.
Meanwhile power has gone out to more than 3000 homes in Eaglehawk, California Gully and Jackass Flat.
North Bendigo and Long Gully have also been affected.
Powercor were due to arrive on scene shortly after 9.30am.
