Joshua Moss-Blake appeared in the Bendigo Magistrates' Court on Monday.
He was charged with dangerous driving while being pursed by police. The court heard he was on bail at the time of the offending.
It is alleged about 3.40pm on April 21, police saw Mr Moss-Blake driving a white Mitsubishi in the Echuca area.
The court heard police identified the driver as Mr Moss-Blake and knew he did not have a drivers' licence.
Police then activated lights and sirens but Mr Moss-Blake allegedly sped away from them.
It is alleged the accused drove through a red light and travelled about 90km/h in a 60km/h zone.
The court heard police stopped the chase and turned off their lights and sirens.
The incident is captured on a police car camera.
Mr Moss-Blake, who was representing himself in court, told the Magistrate he was applying for bail because he had mental health issues that needed to be treated.
But police prosecutor Senior Constable Paul Bush told the court the accused would be an "unacceptable risk" to the community if he was released on bail.
Magistrate Rodney Higgins denied Mr Moss-Blake's application.
He will return to the Echuca Magistrates' Court for a represented bail hearing on Tuesday.
