Director Jill Cantwell shut the doors in March after the federal government introduced tighter restrictions around hairdressers.
But Ms Cantwell said she chose to reopen the majority of her salons on Monday.
"It very much feels like the right decision," she said. "Bendigo has received exceptional results with coronavirus cases.
"Just because we're open doesn't mean we're relaxed about it. We have stepped up our hygiene to a whole other level.
"We're also taking more time for each appointment. We're not doing any big nights or big Saturdays.
"We're really making sure all of our procedures are in place. It's about doing it slowly, carefully, and with control."
Ms Cantwell said Jools for Jim, Neon Peach, and the Royal Jim's Barber shops in Strathdale, Bridge Street, and Chancery Lane were back open for cuts, colours, and styling.
Beauty services would remain closed as per government restrictions.
Ms Cantwell said the community had welcomed the reopening.
"We've had an excellent response from clients," she said. "It's very obvious we have made a lot of clients happy because they're all ready to have their hair done again.
"We've also really reassured clients that it is safe because of our new measures. Our staff have also been so enthusiastic to come back."
