Prime Minister Scott Morrison last month said hairdressers could remain open as an essential service.
But Mr Morrison said four square metres of distance should be "strictly observed" within hair salons and personal contact should be minimised wherever possible.
Many hair salons in the region decided to close, saying the new restrictions were unclear and unworkable.
But Salon Hype salon manager Jessica Climas said her salon would remain open until told to close.

"We're just doing the best we can," she said. "At the end of the day, I would like to keep my job as would my staff. We just want to ensure the business will survive.
"We know the industry will be ok because people will always need to get their hair done, but we need to make sure our business will get through this."
The salon has implemented a range of measures to ensure staff and clients remain safe throughout the pandemic.
Ms Climas said each client station was spaced out within the salon to ensure people were at a safe distance.
There was also more hand sanitiser around the salon and staff were extending their cleaning methods.
"We've always been a really clean salon but this is just about a bit of extra care," Ms Climas said. "We now will disinfect stations after every client rather than just at the end of the day."
Ms Climas said with many salons closed around Bendigo, more people were turning to Salon Hype to get their regular cuts, colours, and styling.
"We're getting phone calls asking if we're accepting new clients," she said. "I generally say we accept anyone and everyone. The more the merrier.
"We have a few of those clients who will come back so that is one positive to come out of this."
