Geoff Pelly has lived near the intersection of Sandhurst Road and Nelson Street for more than a decade.
"I've seen lots of near misses... and I've seen the aftermath of a lot of incidents," Mr Pelly said.
Recently, he came across another crash at the intersection.
Mr Pelly said the intersection presented a risk when vehicles on Nelson Street tried to cross or turn onto Sandhurst Road, which had two lanes in both directions.
The problem only worsened in busy times, he said.
He believes the intersection needs a roundabout or traffic lights, and has written to Roads Minister Jaala Pulford with his concerns.
Hayley Stockdale, manager of nearby business Eaglehawk Hire, described the crossroads as "a bit of a nightmare intersection".
From her business' location on Nelson and Wood strees, Ms Stockdale said crashes were heard often.
She said it was a busy intersection, and crossing Sandhurst Road could take up to five minutes at times.
There are no current plans to upgrade the intersection, which has seen two crashes that resulted in injury in the five years to July 2019.
"We're constantly monitoring how Bendigo's road network is performing and working alongside a range of other agencies, including the City of Greater Bendigo, to assess whether any improvements are needed to meet the needs of the community," Regional Roads Victoria northern region manager Barry Green said.
"We'll continue to monitor the area to see if any upgrades are needed."
The City of Greater Bendigo has not received any complaints about the intersection.
A person who worked nearby said she thought the intersection likely needed lights, with drivers simply not stopping at the stop lights governing traffic on Nelson Street.
But another nearby worker said the intersection probably needed a review, but safety mostly came down to the behaviour of drivers, and not the intersection itself.
