Officers apprehended the man a block away from the two-car crash at the intersection of MacKenzie Street West and Bay Street on January 1.
Bendigo Highway Patrol Sergeant Mick McCrann said the 29-year-old Kangaroo Flat man was charged with drink and drug driving, driving without a licence, and failing to give way while turning.
Sergeant McCrann said the man was also wanted on outstanding warrants.
The 29-year-old was bailed. He will return to the Bendigo Magistrates' Court in March.
