Under the plan, the state government would transform its Lyttleton Terrace property into a four-story, multi-agency premises that also houses council staff.
A new customer service centre has been set up in Hopetoun Street for anyone wanting to speak face-to-face with council staff.
Anyone who goes to the Lyttleton Terrace office by mistake can follow yellow dots on the footpath to the new service centre, the council's director of corporate performance Andrew Cooney said.
"We've added a computer kiosk for customers to log an enquiry online, search for information or change their personal details, three meeting rooms and three booths have also been created for staff to meet with customers, and three to four staff will continue to provide traditional over-the-counter service," he said.
"A ticket machine will be introduced in the coming weeks to help us manage busier periods and streamline customer service, so it will be similar to what customers experience when they visit government agencies such as Medicare."
Construction of the four-floor building could start midway through 2020.
