Erica Peak said she understood a teacher and a doctor had helped her son, Alex.
He sustained a broken lower leg on Friday after a car, which was turning right on Edwards Road into Condon Street on a green light, failed to give way.
Police said the driver of the vehicle did not see the teen, who was crossing Condon Street on a green walking sign.
Ms Peak said her son's leg had been repaired in surgery and he was expected to make a full recovery.
"Thank you for keeping him calm, and looking after him while reassuring him that he was going to be ok," she wished to tell those who stopped to help.
"And thank you for showing kindness to the driver."
She said she comforted the driver, a 30-year-old Junortoun man, at the scene by holding him in her arms as he wept for her son.
"In that moment, he needed love, not blame or hate," Ms Peak said.
She said Alex was keen to meet the driver once things had settled down to let him know he was ok.
"Alex and I have no animosity toward the driver at all," Ms Peak said.
"He's so distraught and in need of compassion. He didn't set out to hurt someone."
She said the driver was momentarily blinded by the sun as he was turning the corner.
The crash happened about 8.15am.
Police at the scene urged people to make sure their windscreens were clear of ice before driving and to be mindful of the position of the sun, especially during busy periods on the city's roads.
They said the driver would be issued with an infringement notice for failing to give way to a pedestrian.
Alex was conveyed to hospital after the crash, where he had a metal rod inserted into his leg.
"He broke both tibia and fibula on his right leg," Ms Peak said.
She said her son was quite lucky to have come out of the crash fairly unscathed.
Alex was due to be released from hospital on Sunday afternoon.
