The pedestrian was taken to Bendigo Health with leg injuries after the crash, which occurred about 8.15am.
He has a broken lower leg and will be undergoing surgery.
EARLIER: A 14-YEAR-OLD pedestrian has been taken to hospital after he was hit by a car at Kennington on Friday morning.
Bendigo Highway Patrol Leading Senior Constable Brendan Keegan said the driver was turning right on Edwards Road into Condon Street on a green light about 8.15am.
He said the driver did not see the Strathdale boy, who was crossing Condon Street on a green walking sign.
Traffic was held up for about 45 minutes while emergency services attended.
An ambulance took the teenager to Bendigo Health in a stable condition.
Police said a number of factors contributed to the crash, including an icy windscreen.
The driver, a 30-year-old Junortoun man, will be issued with an infringement notice for failing to give way to a pedestrian.
Leading Senior Constable Keegan said it was a timely reminder to make sure windscreens were clear of ice before driving and to be mindful of the position of the sun, especially during these times of the mornings when there was a lot more traffic out there.
