Speaking on Friday morning, the Transport and Major Projects Minister and Member for Bendigo East said the country had seen this situation too many times before.
“It's despairing to see what's going on in our nation's capital because we have seen this happen before and know it doesn't end well for the country,” she said.
“There's big decisions to made, legislation has to be put through parliament, ministers have to take meetings and get advice from their department.
“All of that has ground to a halt while this leadership challenge is underway. It's absolutely paralysing. Not just for the parliament and government but the country as a whole.”

With the nation is looking at a seventh change in prime ministership since 2007, Ms Allan said the leadership spill was frustrating for voters.
“Some people vote for a party, some vote for a leader and often the people want to see (those elected) go full term,” she said.
“There's a saying in politics that voters like to exercise their right to vote people out of parliament, they don’t like parties doing it internally.
“So there's a lot of frustration out there at the moment but also a lot of (voter) fatigue because we have seen this before.
“We've seen this program coming out of Canberra before and it's like it's on repeat.”
Ms Allan said a number federal members of parliament were just as frustrated.
“We're seeing a number of (federal members) express their frustration on all sides of politics,” she said.
“I think there is a number of federal MPs who want to get to a better place and a more stable environment. They've really got to grasp that.”
Ms Allan said the effects of the federal parliament grinding to a halt made it difficult for the state government to make certain plans.
“It filters down to the state level in so far as we are trying to organise meetings and conversations with our federal counterparts, and we are finding it hard to have those conversations,” she said.
“It's hard to plan ahead with what we can do tomorrow, let alone what can be done in a month or so.”
