The proposed new facility will be inclusive and accessible for people of all ages and abilities by incorporating a Changing Place and four fully accessible unisex cubicles.
Acting property manager Janyce McMurtrie said council was committed to providing accessible public toilet facilities in line with its Public Toilet Strategy.
"The existing Elmore public toilets, which were constructed in the 1960s, no longer meet current accessibility standards and are not compliant with the Disability Discrimination Act (1992)," she said.
The new facilities will be built on the existing footprint of the old toilets and portable toilets would be in place throughout the duration of the build, which is expected to take place from November 2022 to July 2023.
"This will help provide ultimate flexibility for the community by not needing to wait for an available cubicle and the design of the four accessible unisex cubicles will provide more space to support parents with young children, carers and elderly people," Ms McMurtrie said.
