Mr Flower has been nominated in the Worker Return to Work Achievement category of the awards.
In October 2018, the Powercor employee was riding in an elevated work platform when it hit a rough patch of ground.
Mr Flower was lifted from his seat and suffered a bruised coccyx.
He initially returned to work on modified duties, however, soon after Mr Flower developed Neurological Dysfunction Disorder and needed extensive rehabilitation to learn how to walk again.
Mr Flower's resilience and determination to return to work shone through over the course of his recovery and is continuing to work towards returning to his original role.
The WorkSafe awards recognise excellence in workplace health and safety and return to work.
Businesses and individuals across industries such as healthcare, transport, construction and farming make up the 2021 finalists.
WorkSafe chief executive officer Colin Radford said the 2021 awards were also an opportunity to shine a light on the unique challenges faced by industries during the COVID-19 pandemic
"We've received many outstanding entries, including innovative use of technology, prevention-led approaches to mental health, and finalists going above and beyond in their commitment to workplace safety," Mr Radford said.
This year a new category has also been announced - the Commitment to Workplace Health and Safety on a Farm award.
"We wanted to shine a light on the outstanding work of HSRs representing Victorian workers, as well as achievements in farm safety, including innovations that save time and lives," Mr Radford said.
Mr Flower is among three other finalists in his category for the WorkSafe Awards.
Winners will be announced at a ceremony on February 24 next year.
