About 55,000 students are expected to graduate from their courses this year despite the pandemic posing significant disruptions to onsite learning.
This has been made possible after the state reached its 80 per cent vaccination rate over the weekend.

Bendigo TAFE chief executive Sally Curtain said the health and safety of staff and students was at the forefront of the decision to return.
"We are thrilled to welcome students and staff back to campus at Bendigo TAFE from Monday," she said.
"Disruptions caused by the pandemic required us to be agile and flexible, so that we could continue to deliver learning remotely but our staff and students are delighted to be back teaching and learning in-person.
"The health and safety of our staff and students is at the forefront of everything that we do and we have been working behind the scenes to put our COVIDSafe plan in place and have processes to check vaccination certification."
Training and skills minister Gayle Tierney said the resilience and agility of the Victorian skills and training sector meant places like TAFE were still able to provide world-class learning opportunities.
"Our TAFE and training system has continued delivering high-quality learning opportunities to Victorians despite the challenges of the pandemic - it is truly world-class," she said.
"Victorians have done an incredible job throughout the pandemic and I'm excited to start seeing campuses roar back to life as students return across the state."
Enrolment in TAFE grew by 25 per cent among unemployed people, Indigenous and CALD Victorians, people with disability, women and young people during the pandemic.
About $123.1 million in Business Continuity Grants and $62.7 million in Crisis Funding was provided by the state government during the pandemic as well as $786.8 million to create 80,000 new training places over four years and increase access to Victorians disproportionately affected by the pandemic.
