The project replaces 64 ageing homes in Eaglehawk and will deliver a combination of social, affordable and private homes in the Virginia Hill area bordered by Sailors Gully and Kirkwood roads.
Construction is expected to start next year, creating 117 direct and 410 indirect local jobs.

Current residents will have the first option to return to the new homes once they are completed.
Modern housing, new pedestrian and vehicle connections and better public spaces will be featured in the Virginia Hill project that is based near the heart of Eaglehawk.
Affordable housing options for key workforces in the health, aged and disability care, education and emergency services sectors will also be constructed.
The new homes will include a mix of one, two and three-bedroom homes as well as energy efficient and environmentally sustainable new homes.
"It's so exciting to see plans for new modern, comfortable housing in the heart of Eaglehawk that will cater to health, aged and disability care workers, and those who need it most," Member for Bendigo West Maree Edwards said.
The Eaglehawk site is the latest to join the state government's investment into housing. Regional Victoria has had $1.25 billion invested from the state's $5.3 billion Big Housing Build.
Projects are already underway in Ballarat, Ascot Vale, Ashburton, Collingwood, Flemington, Hawthorn, Richmond, South Yarra and West Heidelberg.
"We're making sure regional Victoria shares the benefit of our record $5.3 billion Big Housing Build," housing minister Richard Wynne said.
"(It is) the largest single investment in social and affordable housing by any government in Australia's history."
Funding for a masterplan was announced in late 2018 before community consultation was undertaken last year.
Engagement showed that people felt Virginia Hill is well located but that roads and public spaces needed improvement and that the neighbourhood felt unsafe.
