Victoria's public health police and strategy deputy secretary Nicole Brady said there was no definitive answer on how the case found it's way to the region.
"It is still under investigation. Having no definitive answer shows that COVID and Delta are difficult to contain," she said.
"So we can take cautious steps forward, continue to do everything we can (to contain it) and encourage everyone we know to live by the (chief health officer's) directions."

Speaking with regional media on Thursday afternoon, Member for Macedon Mary-Anne Thomas said people should not be travelling into Greater Shepparton and metropolitan Melbourne when lockdown lifts on Friday unless it is for an authorised reason.
"We are asking rural and regional Victorians not to travel to Shepparton unless they are required to," she said.
"Residents of Greater Shepparton are not permitted to leave (their local government area), so I expect police to be out there ensuring that does not happen.
"Victoria Police are increasing patrols and there are significant fines of more than $5000 per person for breaching the chief health officer's directions."
Ms Thomas said police patrols were working to ensure people who are supposed to be at home are staying there.
"Be assured Victoria Police is out in force doing the best to discourage people thinking of travelling to regional Victoria (when they shouldn't be)," she said.
"Businesses are encouraged to check postcodes (of patrons) and are entitled to refuse service to someone who has a Melbourne or Shepparton postcode."
Ms Brady said Victorian residents in the border bubble areas of the state could not cross into NSW without a permit.
"You certainly can't go and sit in a cafe in NSW as part of the border bubble community," she said. "You can cross for work, health care, care or compassionate reasons but there are restrictions to follow on both sides of the border.
"(Similarly), people from NSW can't come into the border bubble area to sit at a cafe in Victoria."

Ms Thomas acknowledged that border communities had faced challenges that other parts of Victoria hadn't.
"This is dynamic situation and the health teams are surveying what's happening here and in other states every day and making decisions while assessing risks," she said.
"The border community has had significant challenges in managing restrictions from different states and experiencing lockdowns at different times.
"There are no changes to announce in relation the border bubble arrangements. We want to protect communities and we work hard so we can to do that.
"The situation in NSW is troubling and concerning for us in Victoria. We won't do anything that puts the people Victoria at risk."
