Christine Henderson will press colleagues to greenlight an investigation into the cost of both ideas at Tuesday's shire council meeting.
"Some councils provide their residents with one or more 'tip passes' each year, which permit the delivery of a specified amount of rubbish to landfill at no charge," she wrote in documents tabled ahead of the meeting.
"Some councils provide an annual roadside collection of hard rubbish. Council receives regular requests for these services to be provided."
Cr Henderson said a report should come back to the council within six months to allow elected officials to consider the merits of tip passes and hard rubbish collections during deliberations over the 2022/23 budget.
Bendigo trialed hard rubbish collections in 2019 but did not end up making the initiative permanent.
That was partly because too few people who took part in the trials said they would pay for the service if the council added another $60 to $90 to their rates fees every year.
Some residents have continued calling for the collections to deal with the scale of illegal dumping around the city.
The council is ramping up other ideas to stop rubbish going to landfill.
It will consider asking for public feedback on a range of ideas to reuse waste when its own councillors meet on Monday.
The ideas would be part of a battle plan the council would use to minimise Bendigo's carbon footprint in the wake of a damning international report warning humanity was quickly losing its window to prevent the worst side effects of climate change.
