A CFA spokesperson said the fire was brought under control in 20 minutes with seven units attending the scene.
"It is under investigation given it is a fire in a disused building," the spokesperson said.
Bendigo police have confirmed the Criminal Investigation unit are investigating the fire.
They are urging any witnesses to contact the Bendigo Police Station on 5448 1300 or phone Crime Stoppers on 1800 333 000.

Fire crews have responded to an incident at a disused church in the Bendigo CBD.
The fire scene is at the View Hill Fellowship building at the corner of Mackenzie and Forest streets.
A CFA spokesperson said flames were sighted at the time of the call and that the incident is not yet under control.
