They have asked the City of Greater Bendigo's permission to breathe new life into an old hall at 50 Short Street.
The Brewers Collective says the venue would be the sort of place people could meet up with friends for a quick drink before they head into town for dinner or the theatre.
"We want to showcase a range of craft beers brewed in small batches to the local and visiting community where the brewer of the beer pours your beer," it told city planners.

"The beer will be complemented by other beers - preferably brewed locally - along with a small selected range of other alcoholic and nonalcoholic beverages."
The collective said their brewing system would be small at 230 litres in size and be housed in a six by six metre shed already out the back.
"We have no intention to produce large quantities of beer at this premises," it said.
The collective also wants to restore the building back to its former glory as a hall with a taproom and space to drink and order in food from other venues.
It would return the heritage-style windows that face the street to their full height after previous businesses modified them.
The venue would be close to a number of private homes and the collective said it wanted to have a good relationship with its neighbours.
"We personally understand the impacts of noise related to living next to a licensed premises and how to address these impacts," the collective said.
"We want to work with the adjoining and nearby residents to ensure our business is not a detrimental impact on their amenity but somewhere they are comfortable to attend."
The collective has proposed keeping one of its buildings - 52 Short Street - vacant to minimise noise pollution as well as regulating patron numbers.
It would trade until 11pm on Thursdays, Fridays and Saturdays, but close at about 6pm or 7pm on other days.
"We are not proposing for the venue to open seven days a week. In the lead up to Christmas the venue might open extra days for special functions," the collective told planners.
Up to four staff members would use parking out the back but the collective would not set aside spaces for patrons because of the amount of on street parking in the area.
The council has begun considering the application.
