NSW recorded 44 cases of coronavirus on Friday with 43 people in hospital, 10 in intensive care and four on ventilators as the state introduced tougher lockdown restrictions.
Mr Foley urged holidaymakers in NSW to follow the public health orders and get the relevant permits on return to Victoria.

"Victoria outbreaks stable, our main area of concern continues to be areas north of the Murray and particularly NSW and Sydney's outbreak," he said.
"I cannot rule out that we won't take further measures to take toughen our restrictions on NSW.
"But at the moment our public health advice is to maintain the position and see what further information arises from NSW over the course of today.
"The situation is precarious in NSW and Sydney; their fight is all of Australia's fight and we need NSW and Sydney to be successful in their efforts"
Mr Foley said the Victorian government was bracing for "thousands of people" to return from high-risk areas as the school holidays come to a close.
The Greater Sydney area including the Blue Mountains, Central Coast, Shell Harbour and Wollongong are classified as red zones and Mr Foley said this classification was "likely to remain for a significant period".
All of regional NSW has been classified as an orange zone.
"Our advice has been consistent and clear in the past weeks; do not travel to orange or red zones unless you possibly cannot do so," Mr Foley said. "Please reconsider any plans to visit NSW.
"Given the escalating situations, if you are in NSW and your holiday is coming to an end; follow public health orders in place and get relevant permits."
Victoria recorded another day of zero locally acquired coronavirus cases and one internationally acquired case in hotel quarantine.
This brings the state's total of active cases to 21; three locally acquired and 18 from overseas travellers.
Earlier 8.04am: The Department of Health data shows one new coronavirus cases in Victoria since Thursday.
It is the first recorded case of coronavirus in three days after Wednedsay and Thursday saw zero cases found in the state.
The new COVID-19 case is in hotel quarantine leaving the Victorian community to celebrate another day without a locally-transmitted case.
Across Victoria there are now 21 active coronavirus cases.

On Wednesday, 15,665 vaccine doses were administered bringing the state's total to 1,238,347 vaccinations for Victorians.
Victorians yesterday received 25,590 test results.
Recent outbreaks and more infectious strains of the virus meant it took 82 days for the death toll to go from three million to four million.
As New South Wales continues to battle its own outbreak, Victorian health minister Martin Foley urged Victorians not to travel to NSW.
"Do not travel to NSW; the risk grows and the threat grows. We do not need Victorians entering and coming back from NSW.
"For those coming back after the school holidays, be aware of what zone you are coming from and the responsibilities with that."
