The 33-year-old man appeared in the Bendigo Magistrates' Court last week where he pleaded guilty to one charge of possessing cannabis.
The court heard Central Victorian Response Team officers executed a search warrant at the man's Epsom property on March 22.
In his bedroom, they found two ziplock bags containing green vegetable matter believed to be cannabis. The bags weighed a total of 28 grams.
There was also six grams of ground green vegetable matter located in a Tupperware container.
The court heard the man became verbally abusive to police and told officers he was using the drugs as his "medicine".
The man, who represented himself in court, told the magistrate he understood it was legal to possess cannabis in Victoria, as long as the total weight of the drug was under 50 grams.
But Magistrate Susan Wakeling told him that information was incorrect.
The 33-year-old told the magistrate he would continue to take his "medicine" and that he would consider moving to another country where he wasn't "demonised" for using cannabis.
Ms Wakeling fined the man $250 without conviction.
"As much as you might hope for a time where the possession of cannabis is lawful, it's not," she said.
