The falls are in line with a 2018 five-year pricing plan but the company's managing director Damien Wells said the group would keep offering short-term pricing plans to help people grappling with bill shock.
"Our prices have been steady or decreasing for several years now," he said.
"In regards to the upcoming pricing change, there will be no increase in fees and charges for the average residential customer's annual water bill."
It is unclear whether dropping prices will continue over the rest of the decade.
Coliban will soon consult the public about its next five-year plan, which is due to begin in mid-2023.
The company will need to deal with issues like climate change and water security over the five years to 2028, Mr Wells said.
"We are aware of growing interest in regional living. We want to make sure that we make the right investments in water services for our communities to thrive," he said.
"We are funded by our customers and our fees and charges are in place to recover the costs of providing services, including investment in infrastructure, to provide a standard of service customers expect and value."
Mr Wells said Coliban would speak with customers from all customer segments about what they would want to see in prices and service delivery.
