Vaughan Springs Road is used by tourists accessing a local camping ground as well as pedestrians and cyclists in the growing community.
The proposal will now go to the Department of Transport for final say on the future of a 1.8 kilometre section of road.
Community members have petitioned for speeds to change from 100km/hour to 60km/hour.
However, council officers warned that government guidelines state that that sort of road would normally be zoned 80km/hour.
Councillor Matthew Driscoll said shire officers were on the same page as petitioners.
"It depends on what the Department of Transport determines," he said.
Councillor Christine Henderson said a speed reduction is "long overdue" and noted similar numbers of new houses built along a major road in Chewton where traffic had been slowed in recent years.
"I think the least the Department of Transport can do is just bring Yapeen up to date with current conditions," she said.
Cr Henderson said an 80km/hour zone would be "better than nothing" but that further speed reductions would be ideal.
