The council confirmed its visitor information centres in Bendigo and Heathcote would be open on Friday, June 4, as will the East Bendigo swimming pool.
But customer service facilities would not reopen until Tuesday, June 14.
"In the meantime, residents are encouraged to log a customer request at www.bendigo.vic.gov.au/requests, email requests@bendigo.vic.gov.au or phone 5434 6000," the city said.
Latest COVID news:
"For those yet to pay their fourth rates instalment, rate payments have been extended until Monday June 21 and can be paid online at www.bendigo.vic.gov.au/rates or in person at a Bendigo Bank or Australia Post branch."
The state government has confirmed lockdown will end in regional Victoria on Thursday night.
Indoor public venues, including the Gurri Wanyarra centre in Kangaroo Flat and the Bendigo Art Gallery would remain closed until at least next Thursday, the council said, in the hope of a further state government announcement.
Other news:
Tickets to the gallery's Mary Quant exhibition during the closure were being refunded.
"Like everyone, we hope to be on the other side of these restrictions sooner than later and look forward to having our facilities re-open when it's safe to do so and there is more certainty," council chief executive Craig Niemann said.
"We know our community is very good at adapting to changing circumstances and encourage residents to phone or email Customer Service if they have any questions."
Masks will be needed indoors and QR check-in will be required for people visiting council facilities.
