Securing the four-peat was no easy task for Howie, as he needed to defeat veteran John Schenck to win the title.
In a thrilling final last Wednesday at the Golden Square Working Man's Club Howie defeated Schenck 4-2.
As both players settled into the match, an opening 24 from Schenck was enough to take the first frame.
Howie showed great control in response with an early 41 to win the second frame.
After a tight start to the third, Howie flexed his muscles with a 42 to lead 2-1.
Schenck hit back with a 30 against the momentum to take the fourth frame and to square the board at two frames each.
The next frame was back-and-forth with plenty of safe quality shots played out by the pair.
However, it was Howie who took it out with a break of 27.
The momentum continued as he made breaks of 40 and 22 to win the frame, securing the championship in the process 4-2 over Schenck.
Meanwhile, in the B-Grade final Sandhurst's Kym Busby will take on Golden Square's Jay Silke on Wednesday night.
The focus will now turn back to the team competition as the sides begin to battle for leading positions ahead of final.
