The person is currently in hotel quarantine, the Department of Health said in a tweet.
A total of 23 people had COVID-19 in Victoria over the 24 hours to midnight on Wednesday, the latest statistics reveal.

Authorities received 16,891 test results during the day.
They also administered 3662 vaccine doses.
More than 202,000 doses have been administered in Victoria so far.
Bendigo Health began giving vaccines to emergency service workers on Wednesday.
It has so far administered more than 7000 doses as part of the national rollout.
Chairman Bob Cameron said his organisation was not worried about shortages.
"We know that the supply is picking up - we expect it to pick up pretty rapidly now that AstraZeneca is being made in large numbers in Australia," he said.
