Emergency services were called to the Calder Highway at Fogartys Gap Road and Harmony Way about 6am on Thursday.
Castlemaine Leading Senior Constable Jon Franklin said a Toyota Prado came from Harmony Way and was crossing the Calder Highway when it crashed into a ute.
The ute was travelling towards Bendigo on the highway, Leading Senior Constable Franklin said.
Both vehicles had to be towed from the scene.
Leading Senior Constable Franklin believed the Prado initially gave way to a truck and made it to the middle of the intersection before failing to give way.
Police intend to issue a penalty notice.

Leading Senior Constable Franklin said there were no serious injuries.
The drivers of both vehicles were taken to Bendigo hospital.
"We're lucky it's not more serious," Leading Senior Constable Franklin said.
He was aware of about three other crashes at the Ravenswood South intersection so far this year.
The highway speed limit slows from 110km/h to 80km/h approaching the area.
Leading Senior Constable Franklin described the intersection as a "blackspot".
The intersection has not been nominated for funding from the federal government's black spot program to date, a Department of Infrastructure, Transport, Regional Development and Communications spokesperson said.
"Any future nomination received could be considered for funding in 2022-23 or future years of the program," they said.

Nominations can be made by state and territory governments, local councils, community groups and associations, road user groups, industry and individuals.
Nominated Victorian sites are initially assessed by the state's transport department before being progressed by a consultative panel.
