The state government announced on Friday that indoor and outdoor venues were allowed 100 per cent of their seated capacity from midnight, up to a maximum of 1000 patrons in a space.

Bendigo Writers Festival director Rosemary Sorensen said session capacity would be the decision of Bendigo Venues and Events, who managed the event.

Ms Sorensen said it was always good news when rules eased, but the event had been structured in a way it would work fine within restrictions.

She said ticket sales for the May festival were tracking ahead of expectations, with thousands sold already.

"[It] is just very encouraging ... it's clear people do want to come," Ms Sorensen said.

"With four weeks to go we're anticipating good audiences, which is a huge relief."

Seated indoor and outdoor entertainment, cultural and sporting venues seeking attendance of more than 1000 people in a space must apply for consideration under the Victorian Public Events Framework.

Events designated Tier 1 or Tier 2 will also remain at 75 per cent capacity.

The density quotient for office-based workplaces has also been scrapped under the changes, except for in publicly accessible areas such as lobbies.
