COUNCILLORS should rule out supporting an 87-lot subdivision south of Kyneton because it is out of keeping with the surrounding area, Macedon Ranges Shire Council staff have recommended.

A developer wants to put the lots ranging from 2000 to 4000 square metres on 24 hectares of land at Harpers Lane.
Council officers say most of the lots would be too big for the area and that the development would create a range of other perceived issues.

They are concerned about the design of roads they believe would not connect well with existing and future developments in the area, as well as the removal of a waterway and vegetation.
A total of 26 members of the public objected to the proposal.
The land is in an area long set aside for residential development. Shire officers say any development should be in keeping with a range of planning policies that cover the area.
They say lots in the development should have a larger footprint because the development abuts a rural zone, and be more responsive to the character of the land and its surrounds.
The developers have already taken the council to the Victorian Civil and Administrative Tribunal for not responding to the development in the statutory timeframe.
Councillors will meet on Wednesday night to discuss the subdivision proposal.
Their decision could inform their staff's position at any upcoming VCAT hearings.
Staff are asking councillors to indicate whether they would have refused the development if it had not gone to VCAT.
