Campaspe, Central Goldfields, Hepburn and Loddon shires are among 15 local government areas involved second stage of the roll-out.
Buloke shire was among the first local government areas in which services were funded to provide up to 15 hours a week of three-year-old kindergarten programs.
"This is such an exciting time for families and the young learners who are able to attend funded universal three-year-old kinder for the first time," early childhood minister Ingrid Stitt said.
She said the government's reforms would transform early childhood education and give children the best possible start in life.
The program will be rolled out to the rest of the state from 2022, providing access to five hours of a teacher-led kindergarten program.
Services are already preparing to open their 2022 enrolments.
Children statewide will have access to 15 hours of teacher-led three-year-old kindergarten by 2029, when the roll-out is complete.
The early childhood minister visited AG Leech Kindergarten in Maryborough to celebrate the second stage of the roll-out on Monday.
