Herbert started the day nine shots shy of round three leader Paul Casey (-15) but after a one-under final round he finished the tournament T22.
Also tied for 22nd was Christiaan Bezuidenhout, who Herbert finished alongside in 2020 and went onto to defeat on the second playoff hole on the 18th.
However, this year the 25-year-old Bendigonian had an 18th hole to forget.
His first approach shot on the par-five went straight into the water guarding the green.
He immediately followed it up with a wedge from the drop zone which caught the edge of the green and zipped straight back into the water.
He was able to buckle down on his third approach and limited the damage to a double bogey seven.
Casey was able to seal his 15th European Tour title at the Dubai Desert Classic with a two-under final round to finish the week at 17-under, four shots clear of runner-up Brandon Stone.
After Herbert's second European Tour event of the season he now has 119.3 Race to Dubai points to his name ahead of this week's Saudi Invitational at the Royal Greens Golf and Country Club.
Meanwhile fellow Neangar Park golfer Andrew Martin finished within the top-50 at the inaugural running of The Players Series at the Rosebud Country Club.
Martin finished T43 at four-under, 13 shots behind winner Brad Kennedy (QLD).
Martin returns to the course this week for the Victorian PGA Championship.
