Emergency services were called to the crash on Bendigo-Tennyson Road a short time ago.
The male is believed to be conscious but disorientated.
It is understood the crash happened in an area where water is on the road, and that cars involved in the crash are also still blocking lanes.
Bendigo has been hit by more than 60mm of rain since midnight last night and the SES has been kept busy by flood-related jobs throughout the day.
More to come.
