Coliban Water says it has isolated a water leak inside the former Gillies Pie Factory.
But a trickle of water still seems to be flowing from the area.
Wednesday's leak was on the fire service - a private internal water connection intended for firefighting purposes, like a sprinkler system.
Coliban Water urban services manager Carl Oliver said the fire service had been isolated until repairs could be made.
The leak was isolated about 5pm on Wednesday, more than four hours after it was initially reported to the water authority.
Coliban Water on Wednesday sought to contact the property owner to make them aware of the issue.

COLIBAN Water is working to contact the owner of the old Gillies Pie Factory after a water leak on Wednesday.
Water from the site flowed across Garsed Street for some time after being reported to the water authority by a neighbour about 12:30pm.
Coliban Water urban services manager Carl Oliver said contractors were working to isolate the leak.
"We are working to make contact with the property owner to make them aware of this issue," Mr Oliver said.
John Oliver, of neighbouring business Sandhurst Housing and Design, hoped the leak could be seen to quickly.
He said the leak was a waste of a natural resource and posed a risk to road users.

The former Gillies factory has been vacant for some time.
"I would hope one day it's developed because it's an iconic Bendigo landmark in a prime position," John Oliver said.
"I think Bendigo needs the inner city development and it would be a great hub if it was developed with the needs of Bendigo in mind."
