During the coronavirus pandemic, Mr Jackson worked as residential house manager, helping provide a type of out-of-home care placement for children and young people who can't live safely at home.
Mr Jackson said he was blown away by his nomination and award win.
"I would like to acknowledge all resi workers in the sector, they do some amazing work with children in care and I feel this award belongs to us all," Mr Jackson said.
Anglicare Victoria chief executive Paul McDonald said he was proud of all workers in the out-of-home care sector.
"I always enjoy being a part of the Residential Care Awards, it's a great initiative that recognises the dedication of people who work in the out-of-home care sector," Mr McDonald said.
"Our workers rose to the challenge during the pandemic and they've been the heroes of our sector during 2020 and they're all winners in my eyes."
