About two megalitres is released each day, down from three megalitres.
Three weeks ago, the daily release was five megalitres.
The plant has also ceased releasing class B recycled water and is now only releasing tertiary-treated class B recycled water.
Coliban Water says the plant received 16 millimetres of rain on Wednesday, November 11, but managed the subsequent inflows to the plant with no significant impact on lagoon levels.
Storage capacity has been an issue for the plant, and works to increase storage - delayed by inclement weather - are expected to be completed early next year.
From Monday, November 16, Coliban Water will begin desludging works on its trade waste lagoon to ensure effective operation of the lagoons.
Site preparation will begin on the Monday, with desludging to commence the following week.
