State health authorities received 12,001 tests in the last 24 hours, a drop from 20,819 the day before.
The state government this morning announced $155 million for an Australian Institute for Infectious Disease, to be established in Melbourne, as part of its upcoming budget.
Funding for the $550 million project would be sought from the federal government.
Partnering agencies, including the University of Melbourne, would pitch in $150 million.
