Bendigo council's manager of engineering Brett Martini said the dam wall, originally constructed in 1861, had its last major upgrade in 1929.
"Kennington Reservoir is an ornamental lake that is heavily used for public recreation purposes," Mr Martini said.
"It's a valuable asset to the community and we are taking the necessary steps to ensure the public can continue to safely use it into the future."

Investigative work will include a site survey and exploratory digging in mid to late November, requiring closure of the wall's pathways to the public for two to three days.
Signage and barriers will be erected onsite to warn of the closures closer to the date.
"When the investigative work has been completed, we will develop concept designs for any repair workers, which will be completed by late January," Mr Martini said.
"Community consultation about the concept options and about establishing the planning requirements for the project will take place in February."
Detailed design and cost estimation work is expected by late April.
