The first-time Eppalock Ward nominee and independent candidate said he's always wanted to nominate for council.
"I'm keen to see council be more transparent and accountable when it comes to its dealings," he said.

A focus on job opportunities for apprentices and trainees in Bendigo and developing a more efficient and sustainable waste management system are also priorities for Mr Penna.
"For businesses, anything to do with council requires you to go through so much red tape just to get through to first base," he said.
"We really need to attract businesses to Bendigo and support them and removing this red tape will do that."
Mr Penna said he is already fielding calls from residents living in all parts of the Wards, outlining what they want from a new councillor.
"I received a call from a gentleman living in Heathcote who has had a pothole in front of his house for two years," Mr Penna said.
"That speaks to the ineffective representation in the area at present and that has to change."
Mr Penna is joined as an Eppalock Ward candidate by Gregory Jacobs, David Hewitt, Robin Chapman, Lewis Freeman-Harrison, Brett Mitchell, Helen Leach and Matthew Evans.
Incumbent councillors Susie Hawke, George Flack and Mayor Margaret O'Rourke are also standing for re-election.
The council election is by postal vote only, with ballot packs containing voting material mailed to enrolled voters from October 6 to be returned by October 23.
