Corrections Victoria commissioner Emma Cassar, who oversees the program, said there would be a strengthening of infection control at Melbourne Airport.

"When people arrive, that is as people come off the planes on the aerobridge, we will start the assertive screening there," she said.

"Anyone who is asymptomatic or has high temperatures will be taken straight to the health hotels.

"Whether this is about a COVID response or broad care and treatment, it is really important that we keep the strengthened infection-control procedures as early as possible.

"Then we will do a lot of active engagement with returned travellers before they leave."

Ms Cassar said there would also be greater training for people working in hotel quarantine.

"I think the one message is that we are really confident in the reset and when flights arrive, we certainly will be ready," she said.

"Things like cleaning standards, waste standards, linen standards, food standards, and all of the activities that are the foundation of how we can stop the virus spreading, have been reviewed."

Attorney-General Jill Hennessy said the program would very focused.

"It is under the highest degrees of management and scrutiny, and we are focused on one thing - ultimately making sure that we reduce transmission to return Victoria to a position where we are absolutely managing this virus," she said.

The announcement came after the state recorded seven new COVID-19 cases and two deaths on Friday.

Premier Daniel Andrews confirmed one of the new cases was linked to a known outbreak, while six were under investigation.

The two deaths were a man and a woman in their 80s. Both deaths were linked to aged care.

There were 38 people in hospital with coronavirus, with four of those people receiving intensive care. Three of those people were on ventilators.

Mr Andrews confirmed there were only three active COVID-19 cases in regional Victoria, bringing the rolling 14-day case average in the regions to 0.2.

The premier again urged anyone who had coronavirus symptoms to get tested.

"The weather on the weekend will be better," Mr Andrews said. "Can I ask every Victorian, if you have got symptoms this weekend, please don't wait until Monday to get tested.

"Please get tested as soon as the symptoms are obvious to you. We will get the result back to you within 24 hours."
