The land at 2 Club Court was the subject of a protracted battle back in 2013, when locals fought against a proposal for a supermarket.
Seven years on, Strath Central Pty Ltd has submitted an application to build a service station, a medical centre and what's described as an 'enterprise park'.
The enterprise park would be made up of 15 'units' built in two phases.
Plans for the medical centre indicate it would feature ten consulting rooms, plus treatment and pathology rooms.
The drawings also set aside space for a pharmacy.
Other news
There would be two shops next to the service station. Vegetation would need to be removed from part of the site.
The site fronts Strathfieldsaye Road and Uxbridge Street, and is next door to the local primary school.
Entries to the site are proposed for both Club Court and Strathfieldsaye Road.
The plans also indicate that a second stage - not included in this application - of the development could feature either new housing or community facilities at the Uxbridge Street end of the block.
In July 2013 the Victorian Civil and Administrative Tribunal rejected plans for a Woolworths supermarket at the site, proposed by Maverston Property Pty Ltd.
Bendigo councillors voted in April that year to oppose the development plan.
There were 122 submissions made on the plan, while the council received three petitions with 785 signatures.
VCAT decided in July 2013 that it agreed with the council's position.
The tribunal expressed concern about plans, commenting that "... the amount of landscaping fails to disguise the fact that this remains a proposal for a stand alone shopping centre set well back from, and isolated from, the surrounding streets by a sea of car parking".
The new development plans position the medical centre at the corner of Club Court and Strathfieldsaye Road.
The majority of the enterprise park units would be placed near the boundary with the Strathfieldsaye Primary School.
The intersection, which also includes Tannery Lane, has had a significant upgrade in recent years.
After a long community campaign for safety improvements, traffic lights were installed in 2018 as part of a $4.5 million upgrade.
Strath Central Pty Ltd is registered to an office in Queensland.
