Police issued fines after a group of five friends gathered at a home in Bendigo.
Only two of the five people present could provide evidence that they lived at the address.
Victoria Police reported the Bendigo breach among 195 fines issued in the last 24 hours.
Twenty-one fines were for failing to wear a face covering when leaving home for one of the approved reasons.
Twenty-one were at vehicle checkpoints.
Sixty were for curfew breaches in Melbourne.
Among other breaches were a vehicle travelling through the Little River checkpoint. Four passengers were on board, each from different households in Wyndham.
The passengers said they were going to visit a friend in Newcomb.
A woman driving in the Bayside area more than five kilometres from her home was also fined. She told police she was unaware of the five kilometre restriction and was getting coffee, as there was "no good coffee" in her area.
