But Premier Daniel Andrews has warned falling test numbers could reduce clarity on the amount of virus in the community.
He called on anyone with symptoms to get a COVID-19 test.
Mr Andrews said Bendigo's active cases stood about 44 on Tuesday. On Monday Bendigo had 47 active cases.
Victoria reported 222 new COVID-19 cases on Tuesday, and 17 deaths.

But Mr Andrews warned testing numbers were down, in part driven by curtailed movement.
Mr Andrews said he did not want Victoria to get to the point where it was considering opening up restrictions, but testing numbers were too low to have clarity about how much virus was in the community.
He called on anyone with symptoms to get tested as soon as they came on.
"Don't waste a day, don't waste two days, don't wait for your symptoms get worse, that can be a point at which you're very infectious," he said.
"If you've got any symptoms at all please come forward and get tested. We will get your results back to you as quickly as possible."
Mr Andrews flagged changes would be coming to cross border permits for farmers with NSW.
Victorian chief health officer Brett Sutton said anyone with even very mild symptoms should get tested. He said these could include a very mild cough, or a tickley throat.
