Victoria Police said officers from seven units, led by detectives from the Campaspe crime investigation unit, raided three properties - in the Melbourne suburbs of Kealba and Melton South, and at Alfredton in Ballarat.
It's alleged that stolen property and drugs were recovered.
Three men and a woman were taken in for questioning and charged.
The woman was due to face court today. Two men were remanded in custody to face court in September, while the third man was released on bail.
The officers involved were investigating commercial burglaries in Kangaroo Flat, Golden Square, Cohuna, Macedon, Lancefield and Maldon, as well as the Melbourne suburbs of Yarraville, Keilor and Tullamarine.
Police also believe a number of thefts in central Victoria are also linked.
