The fully fenced dog park will give people an enclosed area to exercise and socialise their dogs.
The long-sought park comes after years of council investigation to find a suitable site.
Dogs were banned in parts of the reserve in 2017 after a cyclist was badly injured at the velodrome, and kept on leads in others.

With the exception of a few designated areas, dogs can still be exercised off-lead outside the central business district in Maldon and Castlemaine, when under effective control.
The new dog park will include shade trees, off street car parking, a drinking fountain, gated entry points, seating, a bin and doggie bag dispenser.

Shire mayor Christine Henderson said the Wesley Hill site was chosen because it was a pleasant area to socialise, has existing amenities and can be easily accessed by foot and car.
"We know our community has long wanted a safe, open and fully fenced space to exercise their dog off-lead," she said.
Works are expected to start in late July and it is anticipated the park will be open for use in September, subject to COVID-19 restrictions.
